Final segment focuses on city council seat vacated by Dale Gorczyski, and debate over whether it should go to a caretaker, or if that violates the agreement struck in response to a lawsuit filed by the Hispanic community against the City of Houston over representation. Gras interviews City Councilmember John Goodner, and attorney Frank Alvarez, co-council on the lawsuit against the City of Houston.
