Filmmaker James Blue interviews residents of the 4th ward, Houston downtown businessmen, and the Houston Mayor Fred Hofheinz about the factors that have led to the slow decline of the 4th ward. The film follows efforts of the residents of Allen Parkway Village to keep the Housing Authority of Houston from tearing down and redeveloping a housing project at the edge of the 4th ward. Footage includes interviews with Houston Mayor Kathy Whitmire and her thoughts on the Allen Parkway Village redevelopment plans. Credits: Schiebl, Mark A. (director), Hugetz, Ed (producer).
